You're asking Kim? Guaranteed he'll say something like that's like a hand grenade; pull the pin and throw it.
It's a convenience for the little lady of the house mostly. You can pull the pin and rotate the fan to any of several positions without having to pick that monster up. Especially helpful when they're wall mounted. Without it, you have to just accept the forward direction in stationary mode, or whatever sweep you select in oscillation.

Be careful with it. They're made of pot metal. Luckily folks have reproduced these in aluminum and steel, I think, for reasonable prices.

The collar lets one adjust the direction that the fan head points.  Generall for wall mounting or if the fan base is secured to a table, etc.   To change direction of fan head pull latch pin out, rotate fan head and release latch pin.  Mad of pot metal these can often break or get sloppy.  New steel ones are being made by a member.
