Tried in both desk mount and wall mount position, as tight as I cen get the wing nut with my fingers, I can still tilt the head with little effort.

Try a small fiber washer on the wing side to see if you get more leverage with the threads. It's either the wrong base or wing nut.

I'm guessing you mean to put a tiny washer inside the hole, and use the wing bolt to press against it, in effect making the wing bolt longer?

You sure the neck pivot is not reversed? There are slots on one side of the pivot where the end of the wing screw will fit in.

If the pivot neck is not magnetic it came on an older model, maybe a 21646 or close as those did have pot metal neck pivots but the 27646 was always cast iron I think.

Gotcha Mark. I don't think it's reversed Vic, but I will re-check it, and yes Steve it is magnetic.
