Is it normal for the brushes on a Northwind 450 fan to spark when running. Like a brush drill does when its running? I have seen some that do and others that don't so much.

To a degree - - I think a dirty commutator or loose/worn brushes can cause that

make sure the springs are pushing the brushes firmly up against the commutator.   I have had brushes rub at the end of the barrel because of build up over time.
