Its a Dominion 12" pedestal, I had one of those for a while that I bought locally at an antique shop but then sold it to a friend of mine. Those date to about the early to mid 1950s. 
They're just a single speed fan if I remember right and they do oscillate (at least mine did, and mine was a single speed anyways).
