Is there a motor varnish that I can put on windings and doesn't need to be heated or a dc battery charger to heat up.  Preferably that it is clear but if there isn't a clear one then I am ok with it being red. I have looked on eBay and I can't find a clear version.

Yes there is, you can get it from Grainger. Its in a Spray Can.
