Cam, the piece acts as a sail to turn the motor. Here are pics of the final configuration. The chunk of brass on the rear cover is the counterweight. On the front cage, the sail is to the right and the brass piece on the left slows the speed of the spin. I tried many different size sails and dampeners and this set up worked best. The bearing assembly and slip rings are based on the Westinghouse Vane oscillator
