Good afternoon,I’m just wondering when replacing a fan wick
Should go part way to the bearing or all the way to
The shaft where it touches it ?

I make all of mine touch the shaft. I think that is what they intended with the spring. Then the heat from the shaft draws in the oil to the bearing. I could be wrong but that is how I do it.

I set my wicks in the spring so they compress about 1/8" giving light pressure of the wick against the shaft.

Like Don said it should definitely touch the shaft. I also pay attention to and adjust the spring pressure with wick length so there is enough to ensure the wick touches but not so much as to cause excess wear on the shaft. I make the wicks long enough so that when the cup is screwed in the wick is just off the bottom of the cup.
