Hello. My Emerson got a little wet in the basement recently. It's not as bad as it looks. The plate on the bottom of the base has some surface rust on it. 

There's a ring on the inside between the bottom plate and the base. I'm not sure what it's made of, but it's no longer good. Is it felt? Asbestos? What would an appropriate replacement be?

It's just felt. You might want to replace that capacitor, it's the sardine can looking thing.

I appreciate the info, Duane. The capacitor is listed as Mallory 2.6 - 2.97, 285 VAC, 41-0, 751. Based on John McComas's reply I found here, it appears I'm looking for a 2.5 mfd cap with a higher voltage rating. Something like this?

That's the remnants of the felt that used to cover the base cover to protect from scratching furniture
