Westy won't start on its own  Rate Topic

Hello friends. I have this neat little Westy that I cleaned up. Like many of the Westinghouse fans that I have restored, it's a little noisy when it rotates though it turns freely and easily. It is a three speed fan. Here is my question. This fan will not start on its own. I have to push the blade (CCR like all Westy's) to get it going. Why is this so? Is the reason that it won't start due to a weak stator or something to do with the speed coil? Please educate me as I wonder what I might do to correct this issue.

I have a similar problem with a 12" Lively-Aire. Nothing binding. It takes 28 seconds to spin down. Housing doesn't get hot when running. Kill-o-watt shows it's within specs. But it has consistent trouble starting on low... on high, it's more intermittent (but still has trouble).
