So how does this POWERSTAT work? Is there a step up transformer here? 260 volts on upper end?

A Variac is an variable auto-transformer.    If it is rated for 220 volts at 5 amps, then you can get 0-240 volts
out with 220 volts input.
If you put 120 volts in, then you get about 0-160 volts out.  Never exceed the current rating.

There is only one winding on a ferrite toroid.  A carbon brush wipes the edge of the toroid winding.

The plug is standard 2 prong 120 volt
