If Western Electric didn't manufacture fans who produced their early bi-polar fans?

They did manufacture their own line of direct current fan motors starting in 1896. The last of the WE manufactured fan motors ended roughly 10 circa. 

WE marketed other manufacturer product same time.

Western Electric's first in house manufactured bipolar fan motor introduced to market in 96.

The more common variety of WE manufactured bipolar fan motors came in different blade sizes and fan motor component changes over a number of years. The first introduced in 96 and consecutive years to follow until I believe 09 circa.

In 1906 WE introduced this in house manufactured direct current model optional desk and bracket.

In 1907 WE introduced this in house manufactured model for alternating current.
