Ed; this type of problem is always caused by the rotor rubbing the stator. There is some looseness in the bearings allowing the rotor to move sideways when the stator is magnetized. There could be something wrong with the bearing mounting parts (some spring stretched out etc.) or the housings could be misaligned so it's almost rubbing, then rubs when under power.
