That is the taller base and would be 1911-12, more likely 1912 by the serial number. I don't know values.

Have mentioned this before, I believe all 16-inch BMYs have the tall base, making the serial number more useful a confirmation than ever, along with other characteristics... ... which is not to dispute Steve Stephens' assessment. If anyone can can disconfirm this 16-inch tall base assumption/assertion, it would be useful information... I just haven't yet seen the exception.
