I believe this is a Robbins and Myers 9504 Radio fan. Non oscillating and the blade turn hard so the oil must be congealed and or dirt. If the windings are good it should run. Cast iron base an brass badge. I polished the badge and it looks good so I need to sand blast and paint. What was the original color? Looks like some kind of dark brown. Blades will be painted brass metallic. Maybe hammered black on the body. I believe this is around 1931
